There's definitely a clean anime feel to this, it looks really cool. A nice soft use of colors. Looks pretty cute. :3
The first thing I noticed is how the stars don't look perfectly proportioned. Instead of pasting them around, give some little alterations, like some spark effects, or having some rotated a bit like they were made of paper.
The shading appears to want to come from the right-hand side, but the hair needs to have some variations in its shading to denote this, at the moment it looks like there's no light source. I'd recommend highlighting each strand, and using adaptive dithering that shows a texture of hair.
The outlines also need some smoothing. Try using selective outlining and anti-aliasing. Also, sometimes it's not always a good idea to have the outlines be only one pixel. Try having them be 2 pixels thick, or even thickening the outlines on angles so they look to be 1.5 pixels in your eye.
Avoid using outlines where they're not needed too, like with the candy juice and the pillow cloth alterations. Hope this helps.
